Our School and Administration

Philosophy

    St. Xavier Parish School's quality and professionalism consist of a program that fosters competency in relation to all aspects of the child's growth and development within a Christian, value-oriented environment.
    We are committed to the development of the whole child - - spiritual, moral, intellectual, physical, and social. This position springs from the fundamental purpose of an all-Catholic education: to prepare the child for life here and in the hereafter. In seeking to develop the whole child in all of his or her capacities, St. Francis Xavier Parish School endevors to include in the curriculum all types of experiences. These experiences are calculated to develop the ideals, attitudes, and habits demanded for Christians to live in our modern, global society.

Mission Statement

    The mission of St. Xavier Parish School is to educate teh whole person - - body, mind, and spirit- - in Christian values in accordance with our Catholic faith tradition.

Organization Structure

    St. Xavier Parish Pastor: By canonical and legal status, the Bishop of the Salina Diocese is reponsible for the educational mission of the Diocese of Salina, in which this parish is a component. Since the pastor of the parish is the official delegate of the Bishop in the "teaching mission" of the Roman Catholic Church, the administration, school council, faculty and staff work under the superintendence of the pastor of the parish.

     St. Xavier Parish School Principal: The principal is the functional leader of the pre-school, elementary, and secondary school and is responsible for the administration and supervision of the instructional and support staff. The principal insures the efficient operation of the parish school. The principal is accountable to the Pastor, the Diocese and the State of Kansas Department of Education.

    St. Xavier Parish Faculty: All teachers are responsible for the academic instruction of the students, the evaluation, grading, and promotion of academic achievement, and the maintenance of discipline and Christian values. Faculty members must possess a current Kansas State Teaching Certificate.

    St. Xavier Parish School Council: The School Council is an advisory panel composed of parents and parishioners, who make recommendations by legislative consensus, relating to curriculum and quality of Catholic education in the school.

Accreditation

    Kansas Department of Education and the North Central Association accredit St. Francis Xavier Parish School. The school is authorized by the Immigrant Naturalization Service (INS) to accept F-1 Nonimmigrant Students.

History

    St. Xavier Parish School started its humble beginnings in 1871, when a diocesan priest named Father Phillip Scholl came to the Junction City area determined to improve conditions for the surrounding area Catholics. Father Scholl felt that "his children" should have daily religious training. He raised money to build a small wood-framed room at the south end of what is now known as St. Francis Xavier Church and started an eight grade elementary school with one teacher. This Catholic school was a first for the city. In 1905, a new St. Xavier Parish Church was erected and in 1907, plans got underway for a larger school under the guidance of Fr. John O'Brien. In September of the same year, three members of the Concordia Congregation of the Sisters of St. Joseph were hired to staff the eighth grade school that was to be moved into the former old stone St. Xavier Church. Fr. O'Brien by 1918 had decided that there must be a high school for the parish also. Wishing to retain the eighth grade students immediately, he cleared the southwest sacristy of the church for a one-room high school. It opened in September with an enrollment of eighteen. During WWI, the local economy thrived, which made it financially possible to contract for a new school building. The building included grade school classrooms and an auditorium on the main floor, high school rooms and a library upstairs, a gymnasium, kitchen and dining room. The school opened in September 1920 with two hundred and twenty students from Junction City, Ft. Riley, and surrounding communities.
    One hundred and thirty years later, St. Xavier Parish School is still providing children in the Junction City, Ft. Riley, and surrounding communities a Catholic private school education. All students attending participate in all religious services and are encouraged to participate in all activities offered by our schools. The excellent academic environment serves as an extention and integration of 130 years of a strong Catholic heritage offered to our students.
    The Kansas State Department of Education and North Central Association accredit St. Xavier Parish School. The school is sponsored by the St. Francis Xavier Catholic Chuch, the parish community, and the Diocese of Salina; and is operated under the same. St. Xavier Parish School is located in the heart of Junction City, Kansas, on the west and north sides of the St. Francis Xavier Catholic Church. It is the only school environment in the area that offers pre-school, elementary, and secondary education on the same campus site to Catholic and non-Catholic families.

Admission Information

Nondiscriminatory Policy

     Our school does not discriminate based on race, color, ethnic origin, or religious beliefs.

Application, Testing, Probation

     Any child from ages three to five may apply to St. Xavier Parish Pre-School. Acceptance of a learning disabled or physically handicapped child is handled on an individual basis to determine if the staff and school are properly equipped to meet the needs of the child.
     Students applying for Kindergarten must be five years old by August 31 of the year of entrance. Students entering first grade must be six years of age on or before August 31 or have attended an accredited Kindergarten in accordance with the Kansas Statute Authority 72-1107 that defines entrance requirements. All other students requesting entry in elementary, junior and senior high levels apply in accordance with the Kansas Statute Authority 70-1107 also.
     To receive an application, call the school or parish office and request a formal application. Forms are sent immediately after the application request. The completed forms accompanied with a registration fee should be returned to either the school office or the parish office.
     All students entering St. Francis Xavier Parish School must reside with their parents or guardians. All students are on a 45-day probation period. Failure to obey the rules, complete academic course-work, or repeated disciplinary problems will determine the retention of a student. Christian values, academics, and discipline are the first priorities of St. Francis Xavier Parish School.
     A student who transfers from Junction City or the immediate area schools must attend and admission interview along with his or her parents. The high school principal and school counselor conduct the interview, assess the applicant, and make a decision concerning acceptance of the student to school.
     No student will be admitted to St. Francis Xavier Parish School if he or she is under school suspension at the time of application or has been recently expelled.

Class Size

     The control of a class size is important to the relationship a teacher can establish with a student. At St. Francis Xavier Parish School every effort is made to keep classes limited to 24 students. Kindergarten will be limited to 20 students. If the number of enrollees for a class exceeds that amount, a teacher aide may be added to the class or the students will be placed on a waiting list.

Registration, Tuition, Fees, and Financial Assistance

     Registration for students currently at St. Francis Xavier Parish School will be held in May and June of each year. The registration fee is required along with a contract commitment. (See section on Financial Arrangements and Cost).
     Final registration for the entire campus is in the month of August each year. Parents are responsible for curriculum and per-season activity fees at the time of final registration. The remainder of the tuition is paid in ten-month increments with completion of payments due the end of May each year.
     Baptismal records are required for Catholic students entering St. Francis Xavier Parish School for the first time and not baptized at St. Francis Xavier Church.
     Preliminary records required for new students include a birth certificate, a Kansas Certification of Immunization, and a social security number.
     According to Kansas school immunization requirements, all students, kindergarten through 12th grade, must have completed two doses of combined measles, mumps and rubella (MMR) vaccine prior to school entry. The first dose must have been received on or before the first birthday. The Hepatitis B vaccination series is required before Sept. 1st for children age five who will be entering kindergarten this year.
     The Hepatitis B Vaccination is also recommended for students 11 years old. Junior and senior high school age students are expected to present proof of having received a tetanus 10-year booster shot.
     Other immunizations required by Kansas law include DPT and oral polio. At the time of enrollment, proof must be shown that the student has completed or is making timely progress in meeting the immunization requirements. Students must have received the most recent appropriate immunizations in all required series before being permitted to attend school.
     All pre-school, kindergarten and children eight years old or younger enrolling in a Kansas school for the first time must present the results of a Child Health Assessment that has been completed within the 12 months preceding school entry or within 90 days following school entry.

Financial Arrangements and Cost

     The cost of educating each student is more than $4,000 per year. Most of this cost is met through tuition, tithing, donations, gifts, school fundraising, and subsidy from the St. Francis Xavier Catholic Church. Parent or guardians have the first responsibility for educating our students who receive the advantage of a Catholic education. They have the first responsibility to help pay for that education. Therefore, if any account is 30 days overdue, a call will be placed to both your home and your work, followed by a certified letter noting your delinquency. If any account then becomes 45 days delinquent, a second certified letter will be sent to your home. Any account that becomes 60 days overdue may result in having your child(ren) sent home.
     In addition to the expectation of paying the tuition cost, parents are expected to actively participate in the fundraising programs. These activities are integral to obtaining necessary educational materials and keeping the cost of education as low as possible.
     For students attending K-12, tuition is $2,800 for the first student in a single family, $1,300 more for the second student and an additional $100 per student thereafter. Tuition is paid in ten-month increments with the first payment due in August and the completion of payments due the end of May each year. Payments are made via a program called SMART (Forms available at registration) or through tithing at the St. Francis Xavier Parish.
     Activity Fees: It is the policy of this school to collect $25 per season activity fee. Any students who wish to participate in any of the listed activities will need to have to have their fees paid before they will be allowed to participate in their chosen activities.

Parents' Role in Education

     We at St. Francis Xavier Parish School consider it a privilege to work with parents in the education of their children because we believe they are the primary educators of their child(ren). Therefore, it is your right and your duty to become the primary role model for the development of your child's life---physically, mentally, spiritually, emotionally, morally and psychologically. Your choice of St. Francis Xavier Parish School involves a commitment and exhibits a concern for helping your child recognize God as the greatest good in his or her life.
     Being a good example is the strongest teacher. Your personal relationship with God, with each other and with the Church community will affect the way your child relates to God and others. Ideals taught in school are not well rooted in the child unless such ideals are nurtured by the example of good Catholic/Christian morality and by an honest personal relationship with God in your family life.
     Once you have chosen to enter into partnership with us at St. Xavier Parish School, we trust you will be loyal to this commitment. During these formative years (pre-school through 12th grade), your child needs constant support from both parents and faculty in order to develop his or her moral, intellectual, social, cultural and physical endowments. Neither parents nor teachers can afford to doubt the sincerity of the efforts of their educational partner in the quest of challenging, yet nourishing the student to reach his or her potential. It is vital that both parents and teachers remember that allowing oneself to be caught between the student and the other partner will never have positive results. To divide authority between school and home or within the home will only teach disrespect for all authority. If there is an incident at school, you as parents must make investigation of the complete story as your first step. Evidence of mutual respect between parents and teachers will model good mature behavior and relationships. Students are naturally eager to grow and learn. However, sometimes in the process of maturation, new interests may cause them to lose focus. As this natural process occurs, the student needs both understanding and discipline. At times, your child may perceive discipline as restrictive. However, boundaries and limits provide a young person with both guidance and security.
     It is essential that a child takes responsibility for grades he or she has earned and be accountable for homework, long-term assignments, major tests, service projects, and any other assignments. This responsibility also extends to times of absence.
     Together let us begin this year with a commitment to partnership as we support one another in helping your child to become the best person he or she is capable of becoming.

Parents as Partners

     As partners in the educational process at St. Francis Xavier Parish School, we ask parents to set rules, times and limits so that your child:
* Gets to bed early on school nights;
* Arrives at school on time and is picked up on time at the end of the school day;
* Is dressed according to the school dress code;
* Completes class assignments on time;
* Has lunch money or sack lunch everyday;
* Pays for any damage to schoolbooks or property due to carelessness or neglect on their part.

We also request parents to:
* Actively participate in school activities such as the Parent Orientation, Parent-Teacher Conference and fund-raising events;
* Notify the school with a written note or phone call when your child is absent or tardy;
* Meet all financial obligations to the school;
* Inform the school of any special situation regarding your child's well-being, safety and health;
* Complete and return to our school any requested information promptly;
* Read school notes and newsletter and to show interest in the student's total education;
* Support the religious and educational goals of the school;
* Support and cooperate with discipline policy of the school;
* Treat teachers with respect and courtesy in discussing student problems.

Student attendance with parents is expected. The school office arranges appointments for grades K-4. Parents of students in grades 5-12 can meet with teachers in the grade school and high school at any time (no schedule) during the conference period. Parents requiring additional conferences during the school year may make arrangements through the school office.
     Report cards are issued at the end of each quarter of the school year. Progress reports are issued every mid-quarter to allow parents and students to preview and evaluate problem areas. Weekly notices will be sent to parents of students in grades 6 through 12 if the student is failing or near failing a class.

Grades and Values

The following code is a general guide for grading:
A = 92-100% Excellent
B = 83- 91% Good
C = 74- 82% Satisfactory
D = 65-73% Pass
F = 0-64% Failure
I = Incomplete

Academic Probation and Dismissal

     A student whose academic performance indicates a lack of motivation will be placed on academic probation. The following four-step program will be utilized during the course of an 18-week period:
  1. Students who are reported failing multiple classes at mid-term (4 weeks into each quarter) or are reported failing multiple classes at the end of quarter will be required to go through the SIT (Student Improvement Team) process with a parent/guardian.
  2. Students who have completed Step 1 and are reported failing multiple classes at the next formal reporting time (mid-term or quarter) will be placed on Academic Probation. They will also be required to participate in a before or after school tutoring program. The student has the option to discontinue participation in the tutoring program when his/her grades are teacher certified "C" level. The student will again be placed in the tutoring program if he/she is reported to be failing any classes.
  3. Students who have completed Steps 1 and 2 and are once again reported failing multiple classes at the next reporting period (mid-term or quarter) will remain in the tutoring program. The students and parent/guardian will also be required to sign a contract that stipulates expulsion if progress is not made before the end of the next reporting period. The terms of the contract will specify what progress the student will need to make to avoid expulsion.
  4. Students who have completed Steps 1, 2, and 3 are again reported failing multiple classes at the next reporting period (mid-term or quarter) will have their contract reviewed. If the student has failed to meet contract requirements, he/she will be dismissed from St. Francis Xavier Parish School. If he or she has met the terms of the contract, the student will be allowed to continue at Step 3 and a new contract will be created with provisions designed to help the student stay on track academically. Step 4 procedures will be implemented at the next reporting period.

Assignments

     Formal home study is assigned to help students to become self-reliant and self-directed. Assignments are designed to reinforce daily lessons, to supplement and enrich class work, and prepare for certain lessons through various experiences.
     Since each student has different capabilities and interests, it is difficult to denote the specific amount of time to spend on an assignment; however we suggest no more than 60-90 minutes. If a problem arises with an assignment, contact the teacher for consultation.
     When a student is absent for more than two (2) days, a parent should call the school office before 9:30 a.m. to arrange for homework assignments. Homework assignments may be picked up at the school office between 2:00 p.m.-3:00 p.m. Students are allowed one day for each day absent to make up the work.
     It is up to the individual teacher's discretion what credit will be awarded to assignments that have been turned in late.

Church Attendance and Sacramental Program

     Catholic Masses are scheduled each weekday at 7:50 a.m. An additional weekday Mass is scheduled at 8:40 a.m. on Thursdays. Students in grades K-8 will attend Mass on Wednesday and Friday each week. Students in grades 9-12 will attend Mass on Thursdays. Students will also attend Mass on Ash Wednesday and Holy Days of Obligation. The Mass is planned so that students have the opportunity to actively participate, thus fostering a keener understanding of worship and its relationship to everyday life. Parents and guardians are encouraged to attend Mass with their child or children whenever possible.
     The sacramental life of the children of the Catholic tradition is an important component of the religion program at St. Francis Xavier Parish School. Preparation for the three sacraments: Reconciliation, Eucharist and Confirmation, form the core of our efforts. In accordance with the diocesan guidelines, candidates for First Eucharist and Confirmation will receive the Sacrament of Reconciliation before receiving these two sacraments. All three of the sacraments are only conferred to students baptized in the Roman Catholic tradition.
     If your child is not Catholic and you wish him/her to be baptized, please contact the pastor. If parents are interested in learning more about the Catholic Church, please contact the Parish office.

  3. A third offense may result in a permanent ban from the school parking lot.

Attendance

     A student's absence from school interferes with his or her academic progress. Kansas State Law requires the school administration to report any student who is missing from school without valid excuses for more than three (3) days, or tardy for more than three (3) days as truant. Also. see the "High School Unique Information section on Tardy Policy."

Absence

     When a student is absent from school, a parent should call the school office by 9:30 a.m. (Grade School - 238-3867; JH/SH - 238-2841). If the office does not receive a call by 9:30 a.m., a parent will be contacted. The policy is for the protection of the students attending St. Francis Xavier Parish School.
     A written statement giving reasons for absences or tardiness must be brought to the school office on the student's return. If the illness is a communicable disease, a written statement by a physician is required. Should absence for any reason other than illness seem imperative, parents are requested to consult with the principal and present a written reason for the absence.
     The school calendar provides for extended weekends throughout the school year. Parents are encouraged to schedule trips or family outings during these times to eliminate the need to interrupt a child's learning process. Missed assignments are the student's responsibility. Homework or tests missed because of illness may be made up in accordance with the guidance shown in the "Homework" section of the Academic Information section.
     Absences will be recorded on the permanent records and each student's report card. Students out for one and a half to three hours will be counted absent for a half-day period. If the student is absent for more than three hours the absence is recorded as a whole-day period. Students involved in school functions are not counted absent.

Absence during the School Day

     If a student becomes ill or injured at one of our schools, parents are promptly notified. It is imperative to keep emergency telephone numbers and medical release forms current. If the parent or his/her designates cannot be reached, a staff member will take the child to the nearest directed treatment center, if necessary. A current release form must be included in each student file for this purpose.
     Students with medical appointments or needing to leave the school campus during school hours are required to have a written note from the parent. This note should be presented in the office the morning of the absence. The office will send a notice to the student's classroom to excuse the student at the proper time. Parents are required to come in and sign out their child in the school office. Students will not be allowed to wait outside. If the child returns to school during the same school day, he or she must report to the office before going back to class.
     It is important the school is notified if anyone other than the parent is picking up a student during school hours. Without prior notification, the student will not be released, the parent will be contacted, and the principal consulted. To contact the pre-school and elementary secretary call (785) 238-3867 or call (785) 238-2841 to contact the junior and senior high school secretary.

     If a student becomes ill during the school day, the teacher will send the student to the school office. An evaluation will be made and if deemed necessary, parents will be notified. If your child appears ill (temperature, nausea or vomiting) before school, please keep him/her at home. This ensures the wellness of everyone.
     The school should be notified in writing concerning any health needs (allergies, reactions, or medications), or other pertinent data necessary to better care for the student. A physician's note is needed when students cannot participate in class or school activities because of illness or injury.
     A student who has been absent due to a communicable disease must turn in to the school office a signed medical release before being admitted back to class. The student will be excluded from school for the period recommended by the Kansas Department of Health and Environment. The school will notify the parents of any students exposed to a communicable disease. It is the parent's responsibility to notify the school if their child has been diagnosed with any of the reportable communicable diseases noted in the "Communicable Disease" section.
     St. Francis Xavier Parish School does not furnish medications of any kind to students in accordance with KSA 1979 Suppl 65-113. Medication in any forms, prescribed or over the counter, that needs to be monitored by school personnel, must be brought to the office and accompanied by a release form signed by the parent or the attending physician. This assures that the student's intake of medication is in the correct dosages and frequency. A log will be kept to track all medication taken by the student. Medication release forms are available during enrollment or may be obtained from the school office during the school year. All medications will be kept in the original container with the pharmacy label attached. Do not send unmarked or improperly labeled medications with students.
     All elementary students and selected junior and senior high students will participate in a yearly health-screening program for vision and hearing conducted by the school, unless a written request is received from the parent.

Announcements about closings and delays are reported prior to 6:30 a.m.
     During the winter, St. Francis Xavier Parish School follows the schedule of the Junction City School District (USD 475). When weather is threatening, it is understood that the parent makes the final decision regarding whether or not a student attends school.

Tornado/Fire Drills

     The school regularly conducts tornado and fire drills in accordance with the Kansas State Marshal's directives (Kansas Fire Prevention Code KSA 31-133 (5), KSA 31-133 (8) and KAR 22-18-2). The purpose of these drills is to practice the safe and swift removal of all students and staff to safe areas.

Asbestos

     St. Francis Xavier Parish School was inspected by an accredited inspector as required by the U.S. Environment Agency's, "Asbestos Containing Materials in School's Rules" as amended in 40 CFR Part 763. Bulk samples collected by the accredited inspector and analyzed by an accredited laboratory verify there are asbestos-containing building materials in our schools. An operations and maintenance program and a recordkeeping program have been implemented to prevent any asbestos fiber releases and keep the schools free of any asbestos health hazards for all the students and other occupants of the building. Parents and faculty who wish to review this program may do so by making an appointment at the school office.

Cafeteria and Lunch Room Program

     The cafeteria is considered a classroom to promote good eating habits. Students may bring lunch or purchase it. Students should not bring glass containers, soft drinks or excessive amounts of candy. While in the cafeteria, students are expected to use the same manners required in the classroom. Courtesy toward other students and cooperation with teachers and cafeteria attendants are in order at all times. Menus are sent home two weeks before the serving month. Parents and students cannot bring lunches from carry-out or fast food restaurants.
     Breakfast is served from 7:15-7:30 a.m. to all students. Lunch is served to grades kindergarten through 12th grade at the designated serving times on their schedule. Lunch count will be taken at the beginning of the first class hour. If a student is tardy, he/she must report to the school office and give the secretary his/her lunch status. If a student is going to be coming to school after 9:00 a.m., parents should call the school office and give their child's lunch status or plan to send a sack lunch for that day.
     The lunchroom program at St. Francis Xavier Parish School is operated according to federal and state regulations as an "on serve-basis," meaning all selections will be served. Students are encouraged to sample each of the foods served during each meal period.
     Every possible effort is made to provide tasty and nutritious meals at reasonable rates. Payment must be made before the month the meals are being served. Do not include the lunchroom payment with your tuition or any other activity fees. The lunchroom is maintained on a separate account. Provisions are available for free and reduced prices for families who meet the required guidelines.
     Students are not required to eat foods to which they are allergic. However, in order to be excused from a particular food because of allergies or other health concerns, a written and dated statement from a physician is required. Changes or substitutions will not be made without a doctor's statement in the student's file. State regulations also require milk to be issued to each student served a prepared meal unless a parental statement is provided.

School Emblem and Colors

     The St. Francis Xavier Parish School emblem is the Ram. It is a symbol of strength and determination. Our students should exhibit ram-like strength in upholding the causes of justice and right at all times. Students are encouraged to show strong school spirit and a sense of fair play.
     The colors of the St. Francis Xavier Parish School are Royal Blue and Gold. Royal blue is the traditional color reserved for the Blessed Mother. Gold symbolizes the kingship of Jesus Christ, our Lord and Savior. Blue and Gold remind students of their reliance upon Mary and her Son and encourage them to be Marian and Christian in their attitudes and behavior at all times.

Lost and Found

     Lost and found items are to be taken to the office where they can be claimed. Items will remain there until the end of the current quarter. They will be disposed of at that time.

Gifts

     Students should not exchange individual gifts at school. This gesture only creates hurt feelings.

Parties

     Students are permitted to have class parties for special occasions as designated by the teacher. Parents are invited to assist in the classroom activities as coordinated with the teacher. Birthday treats may be brought to school for the class. We request the birthday treats be individual servings.

Banned Items

Toys, games and cards are not permitted except with special permission from the teacher. (e.g. Show and Tell)

Conduct and Consequences

Discipline

     To fulfill the goals of our mission statement, every effort will be made to encourage students to exercise age-appropriate self-control and responsible behavior. The entire staff pledges its cooperation in achieving this goal. School discipline is designed to encourage student growth in the areas of self-respect and respect for others, always in the spirit of Christian charity. Keeping this in mind, there are three (3) basic principles that will be used in guiding the discipline at St. Francis Xavier Parish School:
  1. Well-behaved students learn more proficiently than those who are disruptive.
  2. All discipline standards and procedures are based upon respect. Positive and respectful expectations will be established as guidelines for student behavior.
  3. Students are expected to accept responsibility for their actions.
     All students can learn in a safe and friendly environment. To ensure a productive teaching and learning environment for all students, St. Francis Xavier Parish School is committed to maintaining a safe, orderly and productive environment within the classroom and at all school activities.

Accountability

     Students are under the authority and accountable to any teacher or staff member at St. Francis Xavier Parish School anytime the students are on school grounds or at any school function. Students are expected to give respectful attention to the requests and directions of all teachers or staff members. Disrespect, obscene language, gestures or verbal abuse directed toward any teacher or staff member will not be tolerated and may result in suspension.

Management of Discipline Challenges

     The management of discipline at St. Francis Xavier Parish School is varied in order to handle corrective measures at the level appropriate for the age of the student. Students will receive consequences as appropriate for improper actions within the school environment. See chapters for "Elementary, Junior and Senior High School Unique Information" and "Rules of Discipline" section.

General Conduct

School and Personal Property

     School officials have the right to request a search of student's personal property. This is done when the administration has a reasonable suspicion to believe the search will turn up evidence that the student has violated or is violating a particular law or school rule. School lockers and desks are the property of St. Francis Xavier Parish School, and students have no right or expectation of privacy while using these facilities. School authorities may conduct periodic general inspections for any reason at any time, without notice, consent or warrant. If the student refuses to comply, law enforcement officials may be notified when appropriate.

Extracurricular Activities

     Participation in interscholastic activities or extracurricular activities is a privilege, not a Constitutionally-protected civil right. Therefore, students who are suspended or expelled will lose the privilege of participation and attendance in or at any school sponsored extracurricular activities during the period of suspension or expulsion.

Eating and Drinking in School

     Eating candy or other foodstuffs, drinking soda pop and chewing gum on the school campus is not permitted during regular school hours. Exceptions to this policy may be granted by permission of the principal for special occasions or teacher-controlled parties in the classrooms.

Electronic Devices

     Students who bring electronic devices to school such as radios, cassette or compact disc players, cell phones, etc. are expected to use them in a responsible manner. Use of any of these devices during class time or in the halls between classes will result in confiscation for that day. A second offense will result in confiscation for the rest of the school term. The use of such items on the school campus is allowed if it is done before or after school hours, in the cafeteria during lunchtime and off-campus on activity trips. Cell phones or pagers that ring during class time will be confiscated for the rest of the day. A second offense will result in confiscation for the rest of the school term. Parents/guardians who need to contact their children during the course of the normal school day are required to do so by contacting the school office, not their child directly by cell phone. Electronic devices confiscated during class time that are deemed "toys" by the principal will be kept until the end of the school term. The school is not responsible for lost or stolen items.

Misconduct and Severe Discipline

     The following behaviors or actions are considered the gravest discipline challenges. These actions may lead to a student being placed on a behavior contract, suspension, expulsion and/or notification of law enforcement officials.

Dress Code

Shirts, Sweatshirts, T-Shirts and Sweaters

     All shirts must have a collar and sleeves (short or long) and be of a solid color. Boys and girls may either wear logo-free polo or oxford cloth button down shirts of a solid color. Turtleneck shirts are allowed. Shirts that do not contain enough length to allow for unexposed movements are not permitted and will be treated as a major violation of the dress code. All shirts, sweatshirts and sweaters will be logo-free unless they bear a "St. Francis Xavier Parish School" logo on them. Tucking shirts in is optional. All undershirts will be tucked in and are not permitted to extend beyond the length of the outer garments.
     All students are allowed to wear sweatshirts or sweaters as an outer garment only. The sweatshirts or sweaters must be solid-colored or may have a St. Xavier logo. All outer garments will be properly buttoned, if applicable. Sweatshirts and sweaters that have a hood or zipper are considered jackets and are not to be worn in the classroom unless permitted by the teacher when the room temperature is uncomfortable.

Pants, Shorts, Jumpers, Skorts and Skirts

     All slacks, jumpers, skorts and skirts must be a solid color. Denim, shimmer/shiny material, stretched material, etc. are not permitted and will be considered a dress code violation. No baggy, wide-legged and bell-bottomed slacks or ones with large logos, stripes, studs, etc. are permitted. The student will receive one warning from the office and additional violations will be dealt with as minor dress code violations.
     Jumpers and skirts must be modest in length whether the student is sitting, standing or bending. All students are allowed to wear shorts or Capri pants during the months of August through October and April through May. However, students are not allowed to wear shorts on days when Mass is scheduled regardless of weather.

Footwear

     Closed top shoes, athletic type shoes (sneakers), and sandals are allowed. Students are not allowed to wear "flip flops" and slippers.

Outerwear

     Jackets and coats are not to be worn in the classrooms during the school day. These items should be stored in the student's class coatroom or locker upon entering the school. Students should wear appropriate clothing, i.e. sweatshirt or sweater, if the classroom temperature is uncomfortable.
     Students may wear jackets and coats when they walk across campus to the cafeteria or Mass. There may be times when classroom temperatures dip below 70 degrees and justify the use of a coat or jacket. Teachers will monitor temperatures in their individual classrooms and will pass this information on to students. Appropriate sweaters and sweatshirts are recommended for students who may be uncomfortable at temperatures in the 70-degree range. Students who refuse a request to remove a coat or jacket will be considered insubordinate and will be sent to the office for disciplinary action.

Dress Up-Dress Down Days

     There will be school days in which students will be allowed to wear clothing outside the dress code. Listed below are some guidelines that support such occasions:
Even though the dress code will be periodically suspended to accommodate these "special days," students are expected to continue to meet standards for modesty and taste.

Headgear

     Hats, headbands, dew rags, stocking caps, etc. will not be worn inside the school buildings. Confiscated headgear will be returned at the discretion of the principal before the end of the school year.

Facial Rings

     A ring or rings adorning any part of a person's face, tongue, nose, eyelid, lip, etc. is not permitted. Students with such jewelry will be asked to remove it. Non-compliance will be considered insubordination and could result in expulsion. This rule does not include earrings.

Dress Code Enforcement

     Enforcement of the uniform dress code will be conducted with a common sense approach. Teachers and administrative staff will monitor uniform dress code violations and report them to the school office as required. Parents are expected to support and enforce corrective measures as identified by the school, to ensure student violations do not continue.
     All clothing must be suitable and modest (e.g. length of skirts and skorts) as determined by the administration.

Physical Education

     There is no uniform for physical education classes. Students are required, however, to wear socks and gym shoes (tennis shoes/sneakers) that have the skid resistant soles. Street shoes are not allowed on the gym floor.
     Physical education clothing that is too revealing, suggestive, or in poor taste will be considered a major violation of the dress code and dealt with as such.

Elementary School (K-6) Unique Information

Promotion and Curriculum Credit Policy

     St. Francis Xavier Parish School's elementary students must demonstrate an understanding of the core curriculum subjects and be socially prepared for promotion to the next higher grade. This demonstration is not limited only to grade cards, but other sources of information are included such as testing, grade specific testing and social skills. Exceptions to this philosophy occur when it is not socially or academically advantageous to promote a student.
     Transfer students must meet the same guidelines for promotion as those students who have attended our elementary school all year. If adequate records are not available by the end of the school year, promotion, placement, or retention of the student will be placed on hold until records are available from the previous school or schools.

Discipline Plan

     Steps for Minor Discipline Situations: Depending on the nature of the situation, the following consequences are used to deal with minor disciplinary challenges.
  1. Students are given a warning by the teacher or staff member to stop the inappropriateaction or behavior.
  2. If the action or behavior continues or reoccurs later the student will be sent to the principal's office. It is expected the non-acceptable behavior discontinues and anappropriate apology is rendered.

  3. *** Steps for Medial Discipline Challenges: Steps 3 through 5 start with a second trip to the principal's office escorted by a teacher or staff member who had previously sent the student to the office for the first infraction.

  4. A second trip to the office will result in a stern lecture and parental notification by the principal. The student will be instructed to inform his or her parents of the incident.
  5. A third trip to the office will result in a parent or guardian, teacher or staff member, student, and principal conference and in-school suspension.
  6. A fourth trip to the office will result in a parent or guardian, teacher or staff member, student, and principal contract of behavior.
  7. A fifth trip to the office constitutes a violation of the behavior contract. This violation will result in either a suspension or termination of the student's educational relationship with St. Francis Xavier Parish Elementary School.

Cheating and Plagiarism

     Cheating and plagiarism are not tolerated. A zero will be credited for each action. If cheating continues, step 5 as previously stated in rules of discipline will apply.

Detention

     Detention will be used at the discretion of the classroom teachers. Failure to report for detention shall result in the student being sent to the office and step 3 as previously stated in Rules of Discipline will apply. The school principal will assign any subsequent detention.

Dress Code Violations

K through 2nd Grade

  1. First and second violations: The teacher requesting corrective action will send a disciplinary note of explanation to the parents.
  2. Third violation: Parents will receive a call from the administration requesting correction.
  3. Fourth violation: Parents will be requested to come in to discuss corrective measures and possible repercussions.

3rd through 6th Grade

  1. First and second violations: The teacher requesting corrective action will send a disciplinary note of explanation to the parents.
  2. Third violation: Parents will receive a call from the administration requesting correction.
  3. Fourth violation: The student is sent to the office and a parent will be called to come and remove the student from the school for the remainder of the day. A half-day or full day absence may be recorded in the student's record. When a written apology has been made to the teacher or staff member, the student will be allowed to return to class.
  4. Fifth violation: Parent is called for immediate consultation with the principal of the school. The student is removed from class and sent to the school office to await the arrival of his or her parents. Both parent and student will discuss corrective measures and possible suspension repercussions if violations continue.

Junior and Senior High (7-12) Unique Information

School Hours

     High school students have a flexible class hour schedule and will report at either 7:40 a.m. or 8:30 a.m. depending upon their first scheduled class. Dismissal will be at either 2:30 p.m. or 3:20 p.m. depending upon their last scheduled class.

School Office Policy

     Parents and guardians are always welcome in the office. Permission must be obtained from the principal before any special collection, announcements, etc. are made, however. The office telephone is not for use by students during school hours unless authorized by office personnel. A telephone is available to call for rides after athletic or school activity practices or events under the supervision of the activity sponsor or coach.
     Any student who leaves campus during the school day is required to sign out. Students who leave campus without proper office notification will be assigned two hours' detention time by the principal. Additional violations will be recorded as second level major violations of the discipline code and punished accordingly.
     We extend the privilege of open lunch to seniors who have earned a place on the Honor Roll the previous grading period. Seniors who return late from open lunch three (3) times in the quarter will forfeit open lunch for the rest of the quarter.
     A parent/guardian may request permission to have lunch off campus to celebrate a special occasion. This request must be made to the principal/office manager prior to the time of the requested lunch period. A request for additional students to join them for lunch must include written permission from each parent/guardian. Parents/guardians should be aware of the limited time (25 minutes) students have for lunch. Students returning late will be counted as tardy.

Tardy Policy

     A student is tardy if he/she is not in the classroom when the bell rings. Students who are more than ten (10) minutes late are counted as absent from class.
     Teachers holding a student beyond the start of the next class period are required to sign and mark "time released" on an admittance slip. The students will not be admitted to class late without a proper admittance slip.
     All students in grades 7-12 are given three tardies per nine weeks without penalty of detention. Starting with the 4th tardy, the student is given an hour to serve and for every tardy after an hour is assigned. A student who exhibits chronic tardiness, ten (10) or more tardies in a quarter, will be required to attend a parent/guardian and principal meeting. A contract will be made establishing probationary tardies and time required to correct tardies previously collected. Failure to meet the terms of the contract is grounds for dismissal. A student who is chronically tardy to his/her first hour class (five (5) tardies in a quarter) will be required to attend a parent/guardian and principal meeting. This meeting is required even if the student has documented parental excuses for the lost time. The principal reserves the right in such circumstances to put the student on a contract establishing probationary tardies and teacher contract time required to correct the lost class time.

Absences

     It is the responsibility of St. Francis Xavier Parish School to enforce an absence policy which mirrors the kind of expectations an employer will have in the "real world." Chronic absenteeism is an affliction that disconnects the student from the academic and social aspects of school and greatly contributes to poor study habits and poor grades. This is a violation of the state truancy laws.
     Each student will be allowed five (5) non-documented absences per semester. The collection of the fifth absence will result in a parent/guardian meeting with the building principal. The student will be put on contract calling for two (2) additional absences and a schedule to make up a portion of the lost time. If the student does not meet the terms of the contract, the student will be dismissed.
     A student who collects five (5) documented absences because of periodic illness, medical emergencies, or prolonged illness, doctor/dental appointments in the period of a semester will be required to attend a parent/guardian and principal meeting. Unless there are extenuating circumstances, the student will be required to document all remaining absences in the semester. Documentation will include a signed note from a physician's office. The principal reserves the right to assign make-up time if a student's work in classes missed is substandard.
     Dental/doctor appointments should be scheduled at times when school is not in session if at all possible. We recognize the fact that this is not always possible. We encourage parents/guardians to "encourage" their children to try to spend time with the teachers (before or after school) whose classes are impacted by doctor/dental appointments.

Rules of Discipline

     Steps for Minor Discipline Situations: Depending upon the nature of the situation, the following consequences will be used to deal with minor disciplinary situations.
  1. A student's first trip to the office will result in meeting with the principal and an appropriate apology to the teacher or staff member.

  2. * * * Steps 2 through 5 start with a second trip to the principal's office escorted by the teacher or staff member who had previously sent the student to the office for the first infraction.
  3. A second trip to the office will result in a one-hour detention before or after school.
  4. A third trip to the office will result in a two-hour detention before or after school.
  5. A fourth trip to the office will result in a parent/guardian, teacher or staff member, student, and principal conference and two hours of school detention.
  6. A fifth trip to the office will result in a parent/guardian, teacher or staff member, student, and principal conference, a student behavior contract signed by all attendees of the conference, and a one-day in-school suspension. The $55.00 dollar cost of hiring a substitute to supervise the in-school suspension will be the responsibility of the student and the student's parents.
  7. A sixth trip to the office constitutes a violation of the behavior contract and will likely result in termination of the student's educational relationship with St. Francis Xavier Parish School.

Detention

     Classroom detention will be used at the discretion of the classroom teacher. This disciplinary measure should not exceed thirty (30) minutes per offense. Failure to serve a detention within three (3) days of the offense will result in the student being sent to the principal's office. The principal/office manager will assign after school detention where it will be imposed for double the time assigned by the classroom teacher. Failure to make assigned detention will place student at Step #3 on the "Rules of Discipline" and earn him/her a two-hour detention.
     Students are expected to schedule after school detention time with the principal/office manager. It must be served in its entirety no later than two (2) school days after the date of the offense. Failure to comply is considered insubordination and is cause to send the student home. A principal, parent-student conference will be necessary to re-admit the student. All work missed during the absence will be recorded as zero.

Cheating and Plagiarism

     Cheating and Plagiarism is not tolerated. A zero is credited for the "polluted work" or if cheating continues, Step 5 of the "Rules of Discipline" will apply.

Internet Policy

     All students are required to sign an Internet Use Contract. Violation of this contract will result in an in-school suspension and loss of Internet access for a period of nine (9) weeks.

Specifics on Dress Code

     T-shirts are allowed as an outer garment only on Monday and only if they are sold as a product of the school and bear the school logo.

Dress Code Enforcement

     Minor Infractions - All infractions will be recorded and students notified of the specific offense. The third infraction earns the offender one-hour of detention time to be assigned by the principal. A fourth infraction earns the offender two hours of detention time. A fifth infraction will be recorded as a major violation and punished with a one-day suspension, see "Major Violations" below. Additional minor dress code violations will be tracked as additional major infractions and assigned the same penalties.
     Students who wear shorts, or T-shirts on Mass days will be assigned a one-hour detention for the first offense. A second similar violation will be recorded as a major violation and punished with a one-day suspension. See "Major Infractions" below. Additional dress code violations on Mass days will be considered major violations and assigned the same penalties.
     Major Infractions - Violations such as "sagging" or "short skirts' that require immediate correction and will earn the student one-hour of detention and a trip home to change. A parent/guardian will be required to bring appropriate clothing to school or take the student home to change if the student does not have the ability to transport him/herself. A second similar violation will earn the student a one-day suspension. Work missed on the suspension day will count as zero. A third similar violation will result in a parent/guardian, principal and student meeting; a contract and a one-day suspension. A fourth violation constitutes willful insubordination and will be considered just cause for dismissal.

Activities

  1. Interscholastic activities are an important part of the American high school experience. The teamwork, sense of loyalty and practice of courteous sportsmanship can contribute to the overall development of every student. Although competitive activities are designed as contests with winners and losers, emphasis on victory at any price that would violate basic Christian virtue is an evil to be avoided. Friendly competition with no quitters and no excuses should be the motto of every participant and ever spectator.
  2. St. Francis Xavier Parish School is a relatively small school that affords every student the opportunity to become part of any activity we offer including baseball, softball, cross country and soccer through a cooperative agreement with Junction City.
  3. We encourage students to take advantage of these opportunities. Studies show that those who participate in activities during their school years are more likely to develop the interactive skills needed to be successful in life.

KSHSAA Eligibility Rules for Interscholastic Activities

     St. Francis Xavier Parish Junior and Senior High School is a member of the KSHSAA and prescribes to the rules of operation and guidelines established by the following:
Scholarship:
The student shall be enrolled in and attend a minimum of five (5) new subjects not previously passed, of unit weight or its equivalence, the previous semester or the last semester of attendance. (cf. Rule 14-1, Bona Fide Student and Rule 15-1-3, Enrollment and Attendance).
Enrollment:
The student shall be enrolled in and attend a minimum of five (5) new subjects not previously passed, of unit weight, or its equivalence, the previous semester. (cf. Rule 14-1, Bona Fide Student and Rule 15-1-3, Enrollment and Attendance). NOTE: High School students dually enrolled in colleges, who have their college hours recorded on the high school transcript, may count a maximum of five (5) hours of college credit as one subject of unit weight. The exception to this is schools that are operating their approval of an exception to Article 3. Such exception must assure the association's member schools that students are making progress toward graduation and promotion."

St. Francis Xavier Eligibility Requirements

     Eligibility checks will be done on a weekly basis. On Monday, faculty will turn in to the high school office the names of any students who are failing or nearing failing one of their courses at the close of the previous week. Parents/guardians of these students will be informed by letter of the failing or near-failing grade. The first F in a nine (9) week period puts the student on probation without a loss of eligibility. A second reporting of a failing grade in the same class makes the student ineligible to compete in KSHSAA sponsored activities for one (1) week; Wednesday to the following Wednesday. The student will be ineligible each time a failing grade is reported in the same nine (9) week period following the probationary week.
     At the beginning of the first and second semester, each student's eligibility will be determined according to KSHSAA guidelines. Five (5) subjects must have been passed the previous semester. Our goal is to have each of our students graduate having had a quality school and activity experience. To encourage both we have instituted a policy that allows the parent/guardian to be intimately involved to keep students off the weekly ineligible lists. As soon as a student is identified as being ineligible, a second reporting of a failing grade in a nine (9) week period, the student will be assigned mandatory tutoring sessions. The sessions will be on Thursday after school. The sessions will start at 2:35 p.m. and run to 3:35 and 3:35 to 4:35 p.m. Attendance of each session depends upon which time the student gets out of school. Failure to make a session without permission from the principal will result in:
  1. parental notification and
  2. another hour assigned to the first hour. The principal will assign the day.
  3. Failure to make the reassigned time will be considered insubordination and grounds for dismissal from St. Francis Xavier.

     If the student is a member of a JCHS team with the cooperative agreement. These rules apply, he/she will not be able to participate on the second reporting of a failing grade.
     The ineligible student will be allowed to practice, but will not be allowed to participate in a game.

Lockers

     All students in grades 7-12 have assigned lockers in which they should keep books, clothing and personal articles. Lockers should be kept in good order so that books receive proper care. It is a State Fire regulation that NO belongings be kept on top of the lockers.
     The lockers will have combination locks on them that belong to the school. The lockers will be assigned at enrollment. If the assigned combination lock is lost during the school year, the student is required to pay a $6.00 charge for the lock. Lockers should not be papered or tampered with. The school is NOT responsible for items lost or stolen from a locker.
     School personnel have the right to search the contents of a locker at their discretion and may remove personal locks.

Sportsmanship

     All staff, faculty, students, fans, players and coaches represent St. Francis Xavier Parish School when any of our activity teams is involved in a competitive activity or sport. The image we create for others concerning our school should be positive: not negative or disrespectful. Feel free to cheer loudly and positively, but crude, obnoxious or demeaning comments have no place in a competitive atmosphere. DO NOT contact an official or visiting coach or player during or after an event. Such contacts, if negative, may lead to a KSHSAA action banning you from the activity or worse, action could be taken against the school in terms of penalties or forfeiture. The KSHSAA takes seriously all unsportsmanlike conduct. Any unsportsmanlike conduct will have consequences, including removal from the area.

    OR
  2. Traveling in a group of two (2) or more, directly to or from such practice or competition (a) in a school bus operated by a properly licensed driver or (b) in a private vehicle designated by and under the direct supervision of the school and operated by a properly-licensed adult driver."

     This includes football, basketball, volleyball, track, wrestling, golf, music, speech cross-country, student council, cheerleading, dance, swimming, dramatics, forensics, and debate.
     Physical education classes are not included in this plan. This insurance does not pay if the student or the student's family holds other insurance. This insurance is meant to take over expenses the original policy does not cover provided there is no other insurance.

Student Organizations

     Students are encouraged to participate in available student organizations. These groups are a student's opportunity to have an impact in a positive way. These organizations also provide life-long learning tools that should enhance a student's ability to work effectively.

STUCO and Class Meetings

     The first Thursday after Mass of each month will be set aside for student council (STUCO) meetings and the third Thursday after Mass for Class Meetings. Sponsors must be present for all meetings and must approve any group proposals, projects or fundraisers. Administrative approval will not be given to anything not first endorsed by the sponsor. Either the sponsor or an organization officer can then make a written request for an administrative approval from the principal.

STUCO Projects

     The student council will limit the number for fundraising projects as follows:

St. Xavier Parish School Song

Onward we march together,
Faithful may we ever be,
No thought of time or weather,
Our hearts are filled with ecstasy.

Bravely we'll fight our battles,
Happily we'll meet success,
But the things for which we strive
Are honor and happiness.

S.X H.S. cheers for our old
High voices ring,
S.X.H.S. see our colors fly
While we sing.
Forward march! Let this our motto be vic-to-ry!

Through all kinds of weather,
We will jog along together,
True and loyal may we ever be,

Rah Rah - Rah Rah Rah
Rah Rah - Rah Rah Rah
Rah Rah - Rah Rah Rah

Xavier!
